Rev. Dr. Frank R. Lacey,
Senior Pastor
In 1985, under the leadership of Dr. Fredrick S. Jones, Pastor Frank R. Lacey was called to ministry. He began his ministry as an evangelist sharing the gospel in Washington, DC and vicinity. In 1991, he was called to his first pastorate at Elk Run Baptist Church, a historical beacon in Madison, Virginia for over forty years.
In 1998, Pastor Lacey received his bachelor's degree in Biblical Studies from Trinity College of the Bible-Theological Seminary, Newburgh, Indiana. Having received his mandate from God, Pastor Lacey obediently fulfilled his calling as Senior Pastor and Visionary of Touch Hearts Christian Center now located in Stafford, Virginia. In 1998, he also became founder and President of Virginia Christian University-School of Ministry. In 1999, he obtained his Master of Pastoral Counseling degree from Spirit of Truth-Bible Institute, Richmond, Virginia. In 2001, he received his Doctorate Degree in Christian Education, also from Spirit of Truth-Bible Institute. In 2010, he opened Touch Hearts Center for Development - infant daycare center, preschool, and private school. In 2011, in collaboration with local organizations and county officials, Pastor Lacey founded the Health-Education-Learning-Program (H.E.L.P.). A non-profit community outreach program designed to meet the needs of at-risk youth and their family.
Pastor Lacey has a tremendous passion for God's word coupled with a love for God's people. He has a contagious spirit of generosity that overflows throughout every facet of his ministry. He is an anointed man who allows God to use him to make changes in the lives of people. Holding firmly to the commissioned mandate in Matthew 28:18-20, "Go ye therefore, and teach all nations", his vision is uncompromisingly clear - to build and develop a kingdom of empowered people for God.
Pastor Lacey and Co-Pastor Brenda Lacey are the proud parents of three children, and five grand-children. He is a dedicated servant of God, working to make Touch Hearts Christian Center - "A Place of Refreshing."
